There are often broadcast operations that are held secretly to a short time before the operation is performed. There may be operations where the supplier at short notice must be able to make offers and make a chartered aircraft.
These are often broadcast operations where the person (s) in question has opposed the broadcast in the first place. They are therefore accompanied by several police officers all the way to the end destination-among other things. to ensure security throughout the operation is maintained and that the broadcast is carried out as planned with authorities in that country where the persons must be deployed.
