- The project is a combined project, consisting of both a co-financing and a wastewater project. On HOFOR's part of the project, HOFOR itself enters into a consultant agreement, separate from the current consultant agreement.es as a co-financing project, with TMF as client/contractor, hereafter named "Project Skellet". Should parts of the hydraulic solution during design prove unable to comply with the guidelines for co-financing projects, these will be transferred to being carried out as a waste water projectter with HOFOR A/S as client/client with the option of using this consultant agreement, with HOFOR as client. This may possibly lead to changes in the ATR forms after the conclusion of the agreement.
