Therefore, DRC seeks an EOI from suppliers that will allow DRC to optimize Satellite Telecommunication Solutions in countries where DRC intervenes. Shortlisted suppliers will be required to provide the most economic, effective and efficient Satellite telecommunication Solutions. Required technical options: Satellite telephony Autonomous satellite internet access DRC invites qualified suppliers to submit their interest in respect of one or of all of these options before the deadline as stipulated in the section below. Dear Sir/Madam: The Danish Refugee Council (DRC) is a leading international Non-Governmental Organisation and one of the few with a specific expertise in forced displacement. DRC works in over 40 countries and is supported by 9,000 employees, 7,500 volunteers protect, advocate, and build sustainable futures for refugees and other displacement affected people and communities. This Expression of Interest (EOI) process is the first stage of a multi-stage suppliers selection process. The suppliers passing the evaluation of the EOI will be invited to participate in a Restricted Request For Proposal (RFP). In the implementation of its international programs, DRC uses telecommunications means based on satellite technology. Therefore, DRC seeks an EOI from suppliers that will allow DRC to optimize Satellite Telecommunication Solutions in countries where DRC intervenes. IMPORTANT INFORMATION REGARDING THIS EOI In order to participate in the technical briefing session where further questions with regards to this tender could be asked, please write in advance to either leila.lecapitaine@drc.ngo or mirza.trozic@drc.ngo to express the interest. Due to the Covid-19 pandemic and the measures imposed by the Government, the meeting will be held on Microsoft Teams. During the briefing session minutes will be taken, which will later on be compiled with the questions received via mail by the bidders, and shared via DRCs website no later than 21-04-2021, where they will be publicly available to all bidders. TECHNICAL BRIEFINGS SESSION An EOI briefing session will be held on “Microsoft Teams” on the 20-04-2021 at 2:00 PM (Copenhagen time) online for all interested parties to attend. Invitation will be sent by e-mail to access the meeting room. The objective is twofold: - For DRC to give an overview of the requirements and expectations of the suppliers, including types of contracts etc. to be entered into. - To allow potential suppliers the opportunity to further understand the DRC requirements, ask questions and explain the solutions that they can provide. VI. SELECTION AND AWARD CRITERIA The intention of this Call for EOI is to shortlist potential suppliers that will be invited to an RFP where DRC will request further details on the technical solutions from the respective bidders as well as a financial proposal. In order to be invited to the RFP, the bidders must pass all technical criteria listed in the Call for EOI, both administrative and technical. The following administrative pass/fail criteria will be used to evaluate the bidder-s ability to support DRC-s telecommunication satellite solutions: # Annex # Document Instructions 1 Legal registration of the company Mandatory: Proof of Registration as legal entity in the commercial register of the country of domicile of the company 2 Financial health of the company Mandatory: copies of your company-s three most recent annual financial reports 3 E Bid application form Mandatory: Complete, sign, stamp and submit 4 C DRC Supplier Code of Conduct Mandatory: Complete, sign, stamp and submit The following technical stage will be used to assess the bidder-s ability to support DRC-s telecommunication satellite solutions: # Document Required documentation to be submitted 1 Technical Proposal Please provide your proposal based on the technical requirements from the Technical Specifications document, addressing ALL points (1 to 13) Please note that EOI submissions shall respond to all criteria, or they may be disqualified. VII. Financial proposals should not be submitted with the EOI otherwise the tenderer will be disqualified A. Hard Copy Bids cannot be submitted in hardcopy. The only submission method accepted during COVID-19 crisis is the electronical submission. B. Email submission EOI submissions can submitted by email to the following dedicated, controlled, & secure email address: tender@drc.ngo This address should not be used for any other correspondence and questions to this address will not be answered. When submissions are emailed, the following conditions shall be complied with: • The EOI number shall be inserted in the Subject Heading of the email • Required documents shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the submission being disqualified. • Email attachments shall not exceed 4MB; otherwise, the supplier shall send his EOI response in multiple emails. Failure to comply with the above may disqualify the EOI submission. DRC is not responsible for the failure of the Internet, network, server, or any other hardware, or software, used by either the Bidder or DRC in the processing of emails.
