- The purpose of the tender is to be able to offer inmates, mainly in the penitentiary's open prisons, a special mobile phone which is attached to their cell (cell phone) as well as usable calling time cards. The customer wishes to enter into a framework agreement with one supplier who can supply cell phones and equipmentdivisible speech time cards. The expenses for telephone calls are borne by the inmate. It must be emphasized that there are special guidelines and requirements for security in connection with the inmates and mobile telephony. The requirements for this are incorporated in the tender documents.
