Cf. § 19j of the Folkeskole Act, the municipal council can enter into an agreement with an institution that offers vocational training to take care of 10th grade education, including EUD10 on behalf of the municipal council. This means that educational institutions,who only have upper secondary education, cannot only operate 10th grade.
