The tender is implemented as a tender with a negotiation with the authority of section 61 (1) of the Tendering Act. 1, paragraph 1 (s), as the clerk's needs cannot be met without adaptation of already available solutions. Thus, in particular, there is a need for adaptation of the existing systems to the contractor's requirements for process support, as well as the need for integration to a significant number of existing systems for both the financial system and the pay system. In addition, there is a need for the conversion of data and training of contracting employees in the use of the systems
The contract contains framework-like elements, as specified ad hoc services can be purchased for the stipulated hourly rates for ad hoc assistance.
