  • Request for proposals are invited for Mid-Term Review Consultancy of Project in South Sudan. Closing Date: 3 Sep 2023 Type: Consultancy In June 2021, the Swedish International Development Cooperation Agency (Sida) approved an Oxfam proposal titled β€œBuilding resilience through gender and conflict sensitive approaches to education, skills development and sustainable livelihoods in South Sudan”. The project aims to improve resilience through gender and conflict sensitive education and skill-based solutions for sustainable livelihoods among the target girls, boys, women, and men. This is achieved through: Ensuring that conflict-affected adolescents, youth, women and men have improved knowledge and skills through safe, quality and gender responsive education and skills development and Strengthening inclusive participation and gender responsive local leadership to ensure resilient education systems and sustainable livelihoods. The project-s outcomes and outputs are presented under Annex I. The project is implemented in Juba, Rumbek, Awerial, and Pibor over a period of July 2021 to May 2025. The programme is funded through Sida and with a total budget of 10,428,419 USD. Oxfam Denmark is the project-s Cooperation Partner and contract holder (management and financial). Oxfam South Sudan is the responsible Implementing Partner in coordination with local partners: The National Education Coalition (NEC), Serving and Learning Together (SALT) in Pibor, Disabled Association for Rehabilitation and Development (DARD) in Rumbek, Women Aid Vision (WAV) in Awerial, and Support for Peace and Education Development (SPEDP) in Juba. A mid-term review is a planned activity of the project focused on progress to date, achievements, challenges and lessons learned. The review is taken in coordination between Oxfam Denmark, Oxfam South Sudan and in partnership with the project partners. Purpose of the review The main purpose of this exercise is to take stock of the project achievements over the 2-year period from inception in July 2021 to September 2023, which marks the mid-term of the four-year project. It will review activities and analyze the extent to which their outcomes are fulfilling planned targets. The MTR findings will serve as a basis for improving project performance and impacts. The mid-term review is aimed at: 1) promoting project performance improvement, 2) strengthen adaptive management monitoring, 3) accountability, 4) learning, and 5) evidence-based decision making and management. This exercise determines as much as possible, the relevance, efficiency, effectiveness, and sustainability of the expected project outcomes. It will assess the achievements of the project so far against its stated outcomes outlined in the project-s monitoring tools including a re-examination of the validity of the project design and theory of change. It will also identify significant factors that are facilitating or impeding the delivery of outcomes and should explore any delays in project implementation. The review is also expected to assess the effectiveness of implementation and partnership arrangements and value addition of the partnership approach and make detailed recommendations for the remaining project period. It is expected to lead to recommendations for any necessary changes in the overall design and orientation of the project and lessons learned for the project-s future. SCOPE OF THE MIDTERM REVIEW The review will cover activities carried out over the first two years (July 2021-September 2023). The review will compare planned outputs/outcomes of the Project to actual outputs/outcomes to date and assess the actual results to determine their contribution to the attainment of the project objectives. The mid-term review will extract lessons learned, diagnose and analyse issues and formulate a concrete and viable set of recommendations. It will review the efficiency of project management, including the delivery of outputs and activities in terms of quality, quantity, timeliness and cost efficiency. The substantive work coverage will include a review of background activities towards field interventions, and of the actual measures of interventions in the four project areas, namely: Juba, Awerial, Rumbek, Pibor. The review will cover both Oxfam South Sudan and partner-led components: The National Education Coalition (NEC), Serving and Learning Together (SALT), Disabled Association for Rehabilitation and Development (DARD), Women Aid Vision (WAV), and Support for Peace and Education Development (SPEDP). The review will use the OECD Development Assistance Committee (DAC) international evaluation as its base. Key questions are suggested below: Relevance: To what extent has the project conformed to Sida-s development cooperation strategy, the national development priorities of South Sudan and to the priorities and needs of the target beneficiaries/communities? Project design: Assess the value added of the project design and approaches: Assessment of programmatic approaches outlined in the proposal and their interlinkages (education, skills based diversified livelihoods, gender justice, conflict sensitive, climate and environmental) and how they were operationalized in the project implementation. For example, how has Oxfam operationalized the one program approach, integrating education, livelihoods and resilience activities. Wherever feasible and due to the increased interest of Oxfam and other actors, advise progress towards fostering greater coherence and coordination/synergies to strengthen resilience and address the root causes of humanitarian challenges through a triple nexus approach in the different project locations, while pointing to possible remaining gaps across co-ordination, programming, and financing. Appropriateness of the design to the current needs and context and the extent to which the project has adapted appropriately to a changing context and needs in a timely manner. Review the problems addressed by the project, the underlying assumptions and the effect on achieving the project results as outlined in the project document. Gender perspective: What is the extent to which the project has accounted for gender differences and female/empowerment when developing and implementing project interventions? How are gender considerations mainstreamed into project interventions? Suggest measures to strengthen the project-s gender approach. Undertake a results framework analysis, including the review of the project theory of change and a critical analysis of the project-s results, indicators and targets and determine if there are any specific revisions required for the remaining period. Assess the sustainability considerations in project design. Effectiveness: To what extent have the expected outcomes and objectives of the project been achieved thus far? Achievements to date of project outputs and outcomes as compared with the project targets outlined in the project monitoring, evaluation and learning framework and compare with baseline values. Assess causality and attribution of results to the project activities? (if as yet evident) Level of the awareness and ownership of the project and the degree of contribution and support by the community and project stakeholders (including partners and authorities). Assess the likelihood of achieving project targets within the remaining project implementation period. Review enabling factors that have led to successful implementation, identify ways in which the project can further expand these benefits. Identify disabling factors to achieving the project objectives and targets in the remainder of the project. Identify significant unexpected effects, whether beneficial or detrimental. What were the main challenges in achieving project outputs to date and how well have they been addressed? Is there anything in this project that made these challenges more/less manageable? Given that the crisis modifier implemented under this project is a new modality for Sida, what were its main results and the learning (if any) from of its implementation. Efficiency: Has the project been implemented efficiently, cost-effectively, and been able to adapt to any changing conditions to date? To what extent are project-level monitoring and evaluation systems, reporting, and project communications supporting the project-s implementation? Assess the implementation and management of the project in terms of quality of inputs and activities, adherence to work planning processes and budgets, major factors which have facilitated or impeded the progress of the project implementation, and adaptive management. Review of the compliance to the agreed budget, financial management, and the various other implementing agreements signed in respect of the implementation of the project. Adequacy of management arrangements (including staffing structure). With focus on the support provided by Oxfam (South Sudan, Denmark and GB), reviewers are to assess the role of Oxfam against the requirements set out (for example, field visits/monitoring and support, Project Oversight Group, reporting, planning and budgeting, technical guidance and learning, communication and advocacy etc.), including the quality assurance elements. Assess the contribution to the project from Oxfam assistance on advocacy, communication, and coordination. Partnerships: Assess how implementing partners are involved in the project implementation and management and are performing on the project, as well as the extent of their interaction and cooperation together for greater impact. Do the implementing partners recognize themselves as active partners in a joint initiative? Do the implementing partners take advantage of their individual capacities to reach optimized results? Assess how local stakeholders and community groups participate in the project and include an analysis of the strengths and we
