Description: The Road Directorate (VD) plans to provide a framework agreement on. Delivery and installation of counting instruments to function with existing detector poles and wayshouses for traffic count and vehicle classification.

A key requirement is VD14 capability. VD14 is a standardized vehicle classification system used by VD, and it subdivides traffic in 13 + 1 vehicle classes (see Appendix A, "Vehicle Classification Requirements"). VD has specified 3 levels of accuracy and 2 test methods (see Appendix B, "Requirements and verification of equipment for automatic vehicle classification").

The counting apparatus must at least meet requirements for the right of road at Q1 level (see Annex B, Section 6.3.1), which must be documented through a "smoking test" (see Annex B, section 7.1). The smoking test requires that the counting apparatus is drawn up on one of VD designated test location.
