  • Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. Fundamental systems transformation lies at the heart of the change required to transform the EU into a truly sustainable society and economy. This transformation necessitates urgent innovations that intersect with structural shifts in established energy, food and mobility systems, as well as the built environment. These core production-consumption systems form the bedrock of European economies but also place a significant burden on the environment due to both the extraction of natural resources and the production of waste and emissions. The objective of this contract is to explore transformative innovations and interventions as enablers of systemic change in a critical time marked by a set of deeply interconnected and mutually exacerbating sustainability crises. To achieve transformative change, Europe must seek systemic solutions that go beyond mere technological innovations. Social innovations, including shifts in mindsets, habits and lifestyles, can play a pivotal role in disrupting power imbalances and systemic lock-ins. The social and technological dimensions of innovation are not mutually exclusive but often intertwine. The European Environment Agency (EEA) has identified the need to further develop knowledge on innovation leveraging systemic change towards sustainability in society and the economy at various levels of governance. Such knowledge is crucial for accelerating the pace and scale of sustainability transitions. Building towards the EEA-s flagship report on the State of the Environment in 2030, the aim is to contribute to the evolving discourse surrounding the multifaceted β€˜permacrises- confronting Europe, encompassing their socio-economic and environmental implications while reconciling environmental and innovation policy with its implementation on the ground. The EEA seeks to establish a framework service contract with a service provider capable of offering support in the following key areas: - Expertise in systems thinking and transition theory, including pathways, foresight, scenarios, and policy mixes, with a track record in social, governance, and structural innovations facilitating systemic change; - Experience in mapping and developing crisis-based responses, creating transformative governance models, and driving systems transformation, with real-world applications and examples (with a potential focus on financial transitions, resilience and strategic autonomy); - Ability to map and analyse transition pathways and provide forward-looking perspectives; - Understanding the current EU and global policies, specifically those related to environmental and innovation policies and the role of innovation in systems transformation.
