• Tenders are invited for Consultancy on EC Project Proposal Development From the EC-s call for proposal document, the global objective of this call is “to contribute to strengthening participatory democracy by improving the resilience of rights-based civil society organizations and grassroots organizations in Turkey”. The call aims to support core functions of rights-based civil society organizations - including those active in the field of human rights promotion and protection- combining financial support with capacity-building. The specific objectives of this call for proposals are: (1) To support human rights civil society organizations and grass-roots organizations to secure their functioning (lot 1) The beneficiary is expected to provide financial support to third parties and capacity-building to allow organizations to operate independently and to sustain their operations while being organisationally and institutionally strengthened. This will allow beneficiary organizations to implement their own strategic plans and to carry out a wide range of activities such as service provision for citizens whose rights have been violated, awareness-raising campaigns, advocacy activities, networking and field monitoring, etc. This support will also strengthen CSO`s internal governance and accountability towards citizens. Geographical focus on the southeast of Turkey will be considered as an added value. Priority will be given to actions including support to CSOs working on rights of persons belonging to minorities and on non-discrimination. Only one contract will be awarded for this lot. (2) To increase the capacity of civil society organizations (lot 2) The beneficiary is expected to combine a long-term comprehensive package of capacity building with financial support to third parties to enhance the organizational strength of rights-based civil society organizations. Sub-grants and capacity-building measures should last at least 24 months. Only one contract will be awarded for this lot. For the purpose of this call for proposal, core functions of CSO are all functions that allow the organizations to keep existing and functioning. Organizational capacity is understood as internal governance, representativeness, financial sustainability, strategic planning, visibility, etc. Local civil society organizations (CSOs) in the framework of this call are organizations based and operating in Turkey. Grassroots are defined as self-organized groups of individuals pursuing common interests through volunteer-based, non-profit organizations, which usually have a low degree of formality but a broader purpose than issue-based self-help groups, community-based organizations, or neighborhood associations. The priorities of this call are: - Use of a Rights-based Approach (RBA). A rights-based organization is understood as an organization that respects the rights-based approach (RBA). The five RBA working principles: applying all rights; participation and access to the decision-making process; non-discrimination and equal access; accountability and access to rule of law; transparency and access to information should be implemented as appropriate in relation to any proposed project, in each step of the project cycle from identification, formulation, implementation, monitoring to evaluation. - Gender mainstreaming and use of sex-disaggregated indicators mentioned in the EU Gender Action Plan 2016-2020. Gender equality is an integral part of the RBA, encompassing the promotion, protection, and fulfillment of all human rights. Gender equality constitutes a fundamental human rights principle and a common value of the European Union (EU Treaties, EU Gender Action Plan 2016-2020). - Use of innovative tools to support CSOs and evidence of complementarity with actions undertaken through other EU-funded programs will be considered as an added-value. - Priority for lot 1 will be given to actions including support to CSOs working on rights of persons belonging to minorities and on non-discrimination. DRC will be primarily interested in pursuing Lot 2 of this call with its focus on capacity building and supporting the organizational strength of rights-based civil society organizations primarily operating in DRC-s areas of operation in the South-East of Turkey, and nationally.
